Midnight at the Oasis
Raam is a city in chaos. Its hedonistic sorceror-queen, Abalach-Re, is insane and shows no interest in actually ruling the city; instead, she claims to be the earthly representative of a deity called Badna, and has taken instead the title of Grand Vizier.
Without a strong hand, the city has devolved into warring factions, and the people suffer. Poor agricultural management has led to food shortages, and the quarries and mines nearby lie exhausted. Mobs riot daily, and nobles have become warlords fighting for control over the city. Even the queen’s templars dare not set foot in the streets.
Raam is the most populous of city-states, and the city also has many well-populated estates nearby as well. The city is guarded by a guard group called mansabdars, but most are corrupt and in the pocket of one of the warlords. Abalach-Re maintains a secret police corps in the city, called the kuotagha, but they are little more than assassins.
